
By and large rise of non-state actors has been the result of ruling parties inability to heed to the grievances of common people in an effective way . The messy situation of allegations and counter -allegations between the ruling party and Opposition blocks the developmental projects. This allows pseudo-healers like Maoists (Nepal),Naxalites (India ),Hezbollah (Palestine) and ,above all, Islamic terrorists to act as “Godfather ” of the tortured souls . These dangerous centers of power can’t be prevented from flourishing in the wake of lawlessness and nepotism ,which have become integral part of democracy (a theme brilliantly depicted in Indian movie Sarkar).

The messy situation can’t be set right as long as electorates don’t bring a change in their attitude ,sending right one’s in the Parliament.After all, you can’t expect Goondas and Mafias to pursue worthwhile policies .Even our so-called champions of of poor , the Leftists , have failed to improve the situation of farmers.Remember suicides of farmers in Andhra , West Bengal and Vidarbha?The hope lies in right choices.Unless they come to occupy the driver’s seat,there is little of light in darkness which rules the minds and hearts .

I agree with your view that we have failed to honour the freedom given to us.But you sound bit harsh when you suggest that we do not deserve democracy.India’s track record in refining the democratic attribute has been the best among other democratic nations.
We are successful as a democratic state.It’s other thing that much needs to be done to bring justice to the doors of underprivileged.
