HINDI SE PREM KAREIN ,HINDI ME BOLEIN (LOVE HINDI , SPEAK IN HINDI )-PART 3

The whole debate has taken a curious turn .Most of them have tried to generate vain impressions that promotion of Hindi holds little relevance in changing times and that the article is by-product of my deep attachment with “Hindi ” .The likes of Mr. Paulraj feels that one should not be ashamed over one’s inabiity to speak in Hindi ,even knowing well that it has been declared official language of the Union .He is presenting absurd rationale as to why Hindi can never be the part and parcel of every Indian .These questions have already been tackled by the framers of the Constitution and after due consideration Hindi was declared the official language of India with a hope that Hindi would gain acceptance as” Rashtrabhasa ” (National language ).

My article was simply the reflection of sentiments echoed in Constitution .It has now become imperative to quote the constitution to quash the view there is no point in promoting Hindi ,that it’s promotion is simply display of one’s strong attachment . In light of Constitution it would become very clear that it’s our duty to promote Hindi and make it integral part of Indians .Mr Paulraj has stated that English is the official language of India . Let me tell him that it’s not our official language . It’s official status is conditional and is limited to judicial and parliamentary proceedings .

Now let me quote the Constitution .

PART XVII
Official Language

CHAPTER 1 -LANGUAGE OF THE UNION

Article 343. Official language of the union - (1) The official language of the Union shall be Hindi in Devanagari script .....

(2) Notwithstanding anything in clause(1) , for a period of fifteen years from the commencement of this constitution ,the English Language shall continue to be used for all the official purposes of the Union for which it was being used immediately before such commencement . ..

The Constitution also refers to establishment of Commission by the President to promote the cause of Hindi .

Article 344(2) It shall be the duty of the Commission to make recommendations to the President as to -
(a) the progressive use of the Hindi language for the official purposes of the Union .
(b)restrictions on the use of English language for all or any of the official purposes of the Union .

CHAPTER IV -SPECIAL DIRECTIVES

Article 351 -Directive for development of the Hindi language - It shall be the duty of the Union to promote the spread of the Hindi language , to develop it so that it may serve as a medium of expressions for all the elements of the composite culture of India and to secure its enrichment by assimilating without interfering with its genius , the forms , style and expression used in Hindustani and in other languages of India specifies in the Eighth Schedule , and by drawing , wherever necessary or desirable , for its vocabulary , primarily on Sanskrit or secondarily on other languages .

Now I think I don’t need to answer those who are finding it very odd as to why I am talking about promotion of Hindi . Or for that matter it’s promotion holds little significance other than being attributed to one’s ” emotional attachment ” . It might be that there is absence of conductive environment for the promotion of Hindi but does that mean one should stop making attempts of giving its due ?

BOGUS CREDENTIAL ENQUIRIES

Many readers have come to raise credential enquiries ,which in the first place I cannot be forced to reveal , after the publication of this article . I want to ask them how the credential question is related with the content of this article ? Let me also know their motive and also what are they trying to establish ? Are they going to hang me in case if the credentials turn out to be fake or for that matter hail me as the greatest living intellectual on the plane . I am really surprised instead of dealing with the content of the article most of them are dealing with insignificant issues and , in the process, revealing their superficial state of mind . Did I ever raised doubts over anyone’s credential’s before answering their comment ? Let me tell such guys that I possess enough stature to reject their queries and downsize their persona forever . Look at this guy Paulraj .Even after making it very clear that due credit was given to the authors of the pieces in the original as well as the translated version he is hell bent on proving that I have taken the false credit as its creator .

Let me tell to all the credential seekers I have contributed articles , poems , short-stories , vies and letters etc. in all the publications of the world . To an extent , that I have been conferred special recognition for making significant contribution in the readers column of Time and Newsweek . If you have not read my contributions then it’s not my duty to make you aware of them . Or for that matter reveal my credentials to every Tom , Dick and Harry at each and every moment of life .

In fact , I have full right to label most of them as great-pretenders who don’t even have the simple sense to comment on the content .For them the silly questions regarding the script is of greater value than the content . And it’s really tragic that likes of Paulraj find it nothing wrong in not knowing the ” Rajbhasa ” of the Union . It says all .

Both you and Anees are victim of suppressed desires and that’s why share the same path which leads to nowhere !!!

Thanks for stating that Hindi can be the part and parcel only if one agrees to three language formula !! Has Supreme Court or Parliament made this mandatory ? Is there any provision for it in the Constitution ? Do you think this formula has any chance of passing the test of practicality ?

Learning two or more languages is a matter of choice but not to be in league with what constitute Indianness is not tolerable .

Again choice of your words shows that you are out of your mind while reading the explanations . I am no Hindi protagonist . I have merely expressed what has been clearly stated in the Constitution and it’s not ” narrow sentimentalism ” or thrusting Hindi down the throats of non-Hindi speaking peoples. And I don’t have the guts to ignore it like you or ,for that matter , circumbent the arguments favouring the usage of Hindi .

Please don’t write in this fashion .It’s very difficult to intercept your ideas . Anyway , thanks for you appreciation .I am no Hindi protagonist but I am at pains to see falling standards of Hindi-our official language and language of the Union !!

Many thanks for your comment . At least you have come to intercept prevailing double-standard in so-called Indians ,who first proclaim themselves as Indians but cannot rise above petty regional sentiments . In fact ”Bengali ” or ” Tamilian tag ” is of more importance than being an Indian .

Dat wz a gr8 study...n i mst say....a perfect one...As I’ve earlier said.....it’s nt abt jst hindi as a language, bt hindi as our National Language that every indian should knw n respect. hd it been Tammil, I wud’ve supported it...hd it been Bengali...I’d been suported it.....coz we r nt supporting d language...bt d status attached to it....n in our nation, status of National Language is given to hindi.....n fr all hindi HATERS....it might hurt bt it’s a fact....m sry I used dat term bt wz nt lft wid an option seeing ur revolt on a simple fact.....as a matter of fact, i dn’t find nethng to fyt.....we shd jst go on wid our duties....n our basic duty, apart frm humanity, as an indian is to respect d constitution n it’s contents....n to follow it.....

Giving due honor to the other languages of the Union is the only way to make Hindi acceptable. It cannot be achieved by narrow sentimentalism and thrusting Hindi down the throats of non-Hindi speaking peoples.

Each major language of India is capable of being used for all modern purposes. It has been envisaged in the three language formula (which began taking shape in 1949, even before the Constitution was promulgated) accepted by the States and the Union government that schools in every state will teach three languages to the pupils.

Gandhi himself had understood the importance of the languages of India and learned several of them, showing the way for others to follow. He had basic knowledge of Bengali, Tamil, etc. and had the ability to write in them as well.

Has this Hindi protagonist Arvind ever bothered to foster the unity of this country by learning at least one major Indian language other than his own mother tongue? Still it is not late for him. I learned Hindi at the age of forty.

Will he show the same spirit to fight with the UP government to implement the three language formula agreed to by that State also? See the formula as followed in West Bengal:

First Language: Bengali, Hindi, English, Nepali,Urdu, Assamese, Gujarati,Malayalam, Marathi, Modern Tibetan, Oriya, Punjabi (Gurmukhi), Santhali, Tamil, Telugu, Lushai, and Sudani.

Second Language: English, Bengali, and Nepali.

Third Language: Bengali, Hindi, Sanskrit,Pali, Persian, Arabic, Latin, Greek, Classical Armenian, French, Russian, Portuguese, Spanish, and Italian.

No wonder, Bengalis shine in various fields today.

UP is supposed to teach in schools any language from amongst the languages mentioned in the Eighth Schedule of the Constitution. Has the State done this? Had UP implemented the three language formula it would have become far easier for the other States to make Hindi a mandatory subject in their schools. This never happened. Arvind is a product of this mindset.

I don’t understand, why people take it critically when Indian Government makes programs to teach Hindi, the promotional programs through various sources. It is our Rashtrabhasha, the official language of our natiion. It would be good if most of the Indians, or even all of us can communicate in Hindi. Why should we take the help of a foreign language - English? Do we feel more proud, modern and developed, if we speak in English alone?

Of cource, English is important for every person and we can’t do without it, as it’s universally recognized. But why inside our home?

Hindi is easy to learn, People can catch it quicker and better than any other language I think. Though it’s not my mother tongue, I am well acquainted with it since I was a child. It’s the same case with many. There is no difficulty in talking it, and it’s the official language. So why not accept it, just for the sake of narrow mentality.

Bahut Shukriya .Kisein ne kaisa likha hai isesin behtar hai ki hum yeh samghein ki kaun kya keh reha hai .Agar hum uccharan aur vakya ki utpatti ki hi behas mein ulhghein rahein , jaisa ki poorein behas mein kuch logoen ki aadat pad gayi hai ,to mughein lagta hai kabhi koi Dakshin Bhartiya Hindi kabhi istemal hi nahi kar payega .Aapkoen nahin lagta ” Kuch log jo jyada janatein hai insaan ko kam pehchantein hai ” .
